Program 01 · MDEAT HAP
MDEAT HAP — Homeownership Assistance Program
Administered by Miami-Dade Economic Advocacy Trust
Run by the Miami-Dade Economic Advocacy Trust, MDEAT HAP is a zero-interest, deferred loan that helps homebuyers cover down payment and closing costs, making it easier to qualify for a mortgage. Funded through Documentary Surtax dollars, the loan is forgiven after 20 years of continuous owner-occupancy. The program has helped more than 11,000 families since 1995.
Key facts
- Eligible homes: any new or existing, immediately habitable single-family home, townhome, or condo used as a primary residence in Miami-Dade.
- Open to both first-time and repeat buyers (must be a primary residence).
- Homebuyer education recommended / required.
Up to approximately $28,500 depending on income tier (CLTV cap ~105%).

Program 02 · PHCD
PHCD Affordable Homeownership Program
Administered by Miami-Dade Public Housing & Community Development
Administered by Miami-Dade Public Housing & Community Development (PHCD), this program assists very-low to moderate-income families with down payment and closing costs through zero-interest deferred loans. A minimum 3% down payment is required, of which 1% must come from the borrower’s own funds. Income may not exceed 140% of the Miami-Dade area median income (subject to underwriting). A HUD-certified homebuyer education course is required. If the home is sold within the first six years, a portion of the profit (shared equity) is repaid to the county.
